Aims
The system developed in this pilot project will:
• facilitate the increased mobility of professional workers across Europe by providing a system which enables Universities to give credit entry and exemption to those having acquired personal and professional skills, often in the workplace, taking account of the importance of e-learning and the need to become more responsive to the needs of a range of stakeholders;
• contribute to the reform of the educational systems and specifically facilitate the change from merely offering education opportunities (studies, courses), to providing moderators, and teachers for informal modular educational provision particularly the importance of the relationship between learning for workplace and learning for individual emancipation and inclusion;
• supplement existing European and National standards by making a credible reality of interpreting the outcomes of national systems to enable adults to accumulate and transfer credits acquired in different countries and thereby give a stronger reality to the emerging post-Bologna system of European higher education;
• enable Universities to bring closer the process of acquiring skills and experience to that of giving academic credits for modules based on learning outcomes.
Objectives
• The promotion of adults individual demand for lifelong learning through the recognition of skills and accreditation of prior experience and learning which, taking into account the particular circumstances of each Member State and its regions, and the needs of Accession Countries:
o Improves their employability by acquiring or updating their general skills [“key skills”],
o Enhances their capacity to enter or re-enter formal education,
o Increases their capacity to play a full and active role in society and develop their intercultural awareness;
• Improving the supply of lifelong learning appropriate to the necessary expansion of continuing education & training which meets this demand by
o Encouraging and facilitating access to programmes of learning for adult, thereby boosting the development of a skilled workforce;
o Improving and broadening provision of learning involving the participation of non-traditional adults and the poorly qualified;
o Validating skills, especially those developed in the workplace, which are not formally recognised.
• The development and testing of a flexible accreditation and certification system based on the European Credit Transfer System [ECTS] for lifelong learning which will facilitate mobility between the formal & non-formal educational sectors, & provide an effective and efficient means of recording reliable and valid information on individuals’ achievements. This system will develop criteria to differentiate between the learning levels of continuing VET, defining quality criteria, defining the purposes of learning; & which asses the learning outcomes (knowledge, solution of problems).
• Development of appropriate documentation and training resources, using online learning environments where appropriate, to promote experience of and developing the use of these new framework among providers of lifelong learning.
Outputs
• A developed methodology for the recognition of skills and accreditation of prior experiential learning which meets the specified objectives and contributes to the development of a European framework which builds on the achievements of Member States and especially the enhancement of employability through National Employment action plans .
• A validated set of tools & procedures for 4 professional profile areas (Law, Management of Schools, Nursing and Computer Technology) with provision for a 5th area, which may emerge during the project; the areas selected and the representation of partners in the participating countries will enable Member States and Associated Countries to deliver the policies agreed at European level.
• A scientific evaluation of the process of piloting across the partnership which will form the basis of the final form of the tools and procedures
• Web-based training resources for an ECTS-LLL network which can support the dissemination and continuing development of the methodology.
• A final report that comprises the achievements of the project and recommendations for future actions by relevant parties.
